Three years after Changsha launched the pilot program for quality and efficiency improvement in foreign trade and economic cooperation of the construction machinery industry, overseas markets have become the "primary engine" driving industrial growth.

Going Global, Embracing a Bright Spring

As spring 2026 unfolds, Changsha’s construction machinery sector has delivered encouraging export results.

From January to February this year, the export value of construction machinery in Changsha reached 6.04 billion yuan, a year-on-year increase of 29.5%. Overseas markets have become the "primary engine" of industrial growth.

Since the Ministry of Commerce and the Ministry of Finance approved Changsha to carry out the demonstration pilot for quality and efficiency improvement in foreign trade and economic cooperation of the construction machinery industry in 2023, led by the Changsha municipal commerce authority, the city has deeply integrated domestic and international market resources. The export value of Changsha’s construction machinery industry surged from 16.37 billion yuan at the end of 2022 to 31.76 billion yuan in 2025, a cumulative increase of 94.01%. The total overseas revenue of construction machinery enterprises approached 100 billion yuan, with products covering more than 180 countries and regions worldwide.

The Changsha construction machinery cluster, once focused mainly on the domestic market, is integrating into the global industrial chain with unprecedented breadth and depth.

Breaking Through: An Institutional Mechanism Unleashes Vitality

"Those who do not go global will be left behind. Last year, 60% of our group’s revenue and 95% of its profits came from overseas markets," said a person in charge of a pilot enterprise.

Going global is no easy task. Construction machinery often weighs dozens of tons and involves a long chain of links: customs clearance, logistics, international certification, after-sales service, and compliance risks, any of which can become a major obstacle.

To tackle these challenges, Changsha has taken the central government’s demonstration pilot as a starting point and used institutional innovation to pave the way for enterprises to expand overseas.

"We adhere to the principle of 'provincial overall planning, municipal promotion, and carrier coordination'. A special pilot work team has been established, and dedicated teams have been set up in the three implementation carriers: Hunan Xiangjiang New Area, Changsha Economic and Technological Development Zone, and Ningxiang Economic and Technological Development Zone. All 12 project implementers have appointed foreign trade project specialists, forming a three-tier linked professional communication structure," said an official from the Changsha Municipal Bureau of Commerce.

The effects of institutional innovation are clearly reflected in customs clearance. The Administrative Committee of Changsha Free Trade Pilot Zone Airport Area, together with Changsha Huanghua Airport Customs, has launched "combined" supervision innovations based on the "inside territory, outside customs" advantages of the comprehensive bonded zone, targeting high-level certified enterprises. Special customs clearance number plate recognition allows truck cranes to be exported directly without trailer transportation. The "one declaration for multiple vehicles" model facilitates the decentralized export of large machinery. A fault-tolerance and amendment mechanism at departure ports avoids repeated declarations due to schedule changes.

Since implementation, the overall customs clearance time for road construction machinery has been shortened by 50%, and logistics costs per vehicle have been reduced by 300 to 500 yuan. Coupled with the "tax refund upon entry into the zone" policy, more than 600 million yuan in export tax refunds has been processed, with the fund arrival cycle shortened by 7 to 15 days.

These coordinated policies have removed bottlenecks for enterprises going global and unlocked long-dormant production capacity. Since 2023, Zoomlion and Sunward Intelligent, two Fortune Global 500 construction machinery enterprises, have exported more than 4,200 sets of truck cranes, excavators and other equipment via Huanghua Comprehensive Bonded Zone, with a total value exceeding 5 billion yuan. From January to August 2025, exports rose by 157.21% year-on-year.

"In response to enterprises’ core needs such as overseas factory construction, cross-border mergers and acquisitions, and localized operations, the pilot provides green channels for approval and support for overseas investment, greatly lowering the threshold and cost of global layout," said Ning Xing, Director of Public Affairs at Hunan Starwell Intelligent Equipment Co., Ltd. In 2025, the company’s export declaration value reached approximately 1.7 billion yuan.

The Hunan construction machinery "army" has broken new ground amid an industry downturn.

Qualitative Change: From "Product Exports" to "Industrial Going Global"

Dividends from institutional innovation have translated into strong momentum for enterprises to explore international markets. Changsha’s construction machinery industry is moving from "product exports" to a new stage of "industrial going global".

The overseas expansion path of Sany Heavy Truck exemplifies this leap. Earlier this year, Sany Heavy Truck and five other Chinese electric truck brands announced a full-scale entry into the European market in 2026, establishing R&D centers and production bases to compete in the global high-end market with cost-effective and innovative technologies.

In Indonesia, Zoomlion is accelerating its localized layout.

In December 2025, Zoomlion held the opening ceremony of a new branch in Jambi City, Jambi Province, Indonesia — its 36th outlet in the country. Hundreds of orders for various product lines were signed on site, with a total value exceeding 200 million yuan.

Li Xin, Deputy General Manager of Zoomlion Indonesia, stated that Zoomlion currently ranks first in the Indonesian market in terms of market share for truck cranes, concrete machinery, aerial work machinery, and building tower cranes.

In the North American market, Starwell Intelligent is writing a new chapter of going global at "Chinese speed".

On November 18, 2025, Starwell Intelligent’s Mexico factory officially started production. The localization rate of key components and employees both reached nearly 90%. The product line covers scissor lifts, articulated booms, telescopic booms, rough terrain forklifts and mast-type aerial work platforms, serving as a key hub for Starwell to cover the North American market.

A broader blueprint of "going global via ports" is unfolding.

The Hunan-Hainan Advanced Manufacturing Co-construction Industrial Park has opened a new path for Hunan enterprises. As the first industrial park co-built by a free trade pilot zone and a free trade port in China, the project is jointly developed by the Changsha Area Administrative Committee and Dongfang City of Hainan Province. Since its launch in May 2023, 31 projects have been introduced with a total agreed investment of 13.972 billion yuan. Sany Group, Zoomlion and other enterprises have already settled in.

Shifting Tracks: Competing in the New Tracks of "Green" and "Remanufacturing"

The journey of going global is also one of value upgrading. Centered on innovation and green development, Changsha’s construction machinery industry is reshaping the logic of global competition.

R&D investment serves as the "engine" of this progress. From 2023 to 2025, the cluster’s cumulative R&D expenditure exceeded 24.5 billion yuan, with an average annual growth rate of over 14%.

Heavy investment has yielded fruitful results: Zoomlion has launched multiple "world’s largest" and "industry-first" products for two consecutive years; Sunward Intelligent globally premiered a 160-ton mining excavator, breaking key core technologies; Sany’s 75-meter boom pump truck demonstrates benchmark technological strength under extreme working conditions.

Technological breakthroughs in high-end markets are equally encouraging. The large-diameter earth pressure balance shield machine independently developed by China Railway Construction Heavy Industry successfully completed its first section tunneling task in Sicily, Italy, becoming the first shield equipment to achieve tunnel breakthrough in the Messina-Catania railway project, meeting strict European standards for high-end, intelligent and green performance.

Green and low-carbon development has become an "accelerator" for value breakthrough. Sany’s new energy heavy trucks, Sunward Intelligent’s electrified equipment, and China Railway Construction Heavy Industry’s zero-emission tunnel equipment form a strong lineup of green products. These products have become key to breaking into high-environmental-standard markets such as the EU and the Middle East.

An emerging remanufactured (used) equipment export industry has risen rapidly in Changsha.

In the past, the export of used construction machinery faced three major difficulties: judicial disposal of legal machinery, quality control of remanufactured products, and difficulty in obtaining input invoices.

Hunan took the lead nationwide in reforming the construction machinery remanufacturing system: it issued group standards for the remanufacturing, maintenance and export of construction machinery, providing operational specifications; it innovated targeted inquiry for judicial disposal of legal machinery, cutting disposal time from 7 months to 5 months and reducing comprehensive costs by 5%. Over the past two years, more than 3 billion yuan worth of remanufactured equipment has been exported from Hunan to the world.

Powered by the demonstration pilot, Changsha’s construction machinery industry has delivered an outstanding performance: in 2025, Hunan’s construction machinery exports reached 34.68 billion yuan, a year-on-year increase of 9.6% with continuously optimized structure. Changsha accounted for over 90% of the province’s construction machinery exports, raising its share in the province’s total exports from 3.17% to 9.9%.

From institutional innovation to enterprise practice, from platform empowerment to technological breakthroughs, Changsha’s construction machinery industry is embracing the world with high spirit and striving for a bright future.
