Real Money and Real Action: Hydrogen Energy Construction Machinery Is Finally Ready for Large-Scale Rollout

Real Money and Real Action: Hydrogen Energy Construction Machinery Is Finally Ready for Large-Scale Rollout
On March 16, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued the Notice on Launching Pilot Programs for the Comprehensive Application of Hydrogen Energy.

This pilot deployment focused on “city clusters” may appear to be about energy and transportation, but for the construction machinery industry, it has opened a crucial door. Scenarios closely linked to construction machinery — from urban sanitation vehicles and muck transport trucks to mining trucks and port forklifts — are clearly included in the national action plan.

Here are the core highlights:

The notice sets a goal to achieve large-scale hydrogen application in multiple sectors by 2030. It aims to bring the average terminal hydrogen price down to below 25 RMB per kilogram (with priority regions targeting around 15 RMB/kg). Four-year pilots will be carried out on a city-cluster basis, with a maximum central government reward of 1.6 billion RMB per cluster, distributed through a “subsidy-for-performance” mechanism. These clear targets and funding schemes provide a definite timeline and incentive path for the implementation of demonstration projects.

In recent years, hydrogen energy demonstrations in transportation have dominated the agenda. This policy, however, signals a subtle yet profound shift: it explicitly states that hydrogen application scenarios will expand from fuel cell vehicles to diversified fields including transportation and industry. For the construction machinery sector, this is a clear starting gun.

In the past, hydrogen-powered construction machinery was often seen as highbrow and impractical. High costs, limited hydrogen refueling infrastructure, and an incomplete industrial chain meant many companies only developed prototypes for exhibition. But with hydrogen prices set to break critical psychological thresholds, the economic case for hydrogen in construction machinery has finally become viable.

Why Construction Machinery Must Pay Close Attention

This policy goes far beyond passenger cars or buses.

Under the fuel cell vehicle section, the notice emphasizes large-scale promotion of medium- and heavy-duty long-haul commercial vehicles, while encouraging demonstrations in public transit, urban logistics, urban sanitation, and muck transportation. Sanitation and muck trucks are core segments of construction machinery and essential equipment for urban operations, making their transition to hydrogen a key part of the industry’s new energy upgrade.

Even more notable are the “innovative application scenarios”: mining trucks and forklifts are explicitly listed as priority directions. These are traditional strengths of the construction machinery industry. In closed scenarios such as mines, ports, and warehouses, with stable working conditions and concentrated hydrogen demand, they represent the most feasible testing grounds for large-scale hydrogen application.

This is not a random list — it forms the basis for city clusters to apply for pilots and receive central financial rewards. In short, policy focus has shifted from “whether hydrogen is feasible” to “how to demonstrate and scale it up,” filling a critical information gap for industry players.

For the construction machinery industry, this brings three clear growth opportunities:

  1. Hydrogen substitution in mining

Mining trucks are notoriously fuel-intensive and high in emissions. Facing increasing environmental pressure, open-pit mines have natural advantages for hydrogen replacement: closed scenarios simplify refuelling infrastructure deployment; fixed routes align well with hydrogen’s strengths in range and refueling speed. Encouraging hydrogen applications in mining trucks provides a clear policy channel for green transformation.

  2. Hydrogen upgrading in logistics and handling

Forklifts are basic handling equipment in factories, warehouses, and ports. In recent years, lithium-ion forklifts have replaced lead-acid models. Hydrogen forklifts offer faster refueling, better low-temperature performance, and stable heavy-duty operation, making them superior to pure electric models in high-intensity continuous work. Including forklifts in innovative scenarios paves the way for commercialization.

  3. Hydrogen exploration in municipal engineering

The explicit promotion of sanitation and muck transport trucks means hydrogen equipment has a chance to take the lead in urban renewal and municipal construction. These vehicles operate on fixed routes and regular schedules, making them ideal for initial demonstrations.

The 1.6 Billion RMB in “Subsidy-for-Performance” Funding

How to make the most of this funding?

The central government will provide rewards of up to 1.6 billion RMB per city cluster during the pilot period. This represents tangible benefits for construction machinery enterprises investing in hydrogen energy.

From an industry perspective, the notice brings three direct logical benefits:

  • Market signal: National inclusion of relevant scenarios in pilots and financial incentives boosts confidence among investors and buyers. Manufacturers and operators can more easily access local pilot funding and supporting resources, reducing initial demonstration costs.
  • Clear application scenarios: Prioritizing forklifts, mining trucks, and sanitation vehicles narrows down trial areas, allowing manufacturers to conduct small-scale verification and accumulate operational and safety data.
  • Regulation and performance assessment: Emphasis on safety, quality standards, and performance-linked funding sets thresholds while establishing acceptable compliance benchmarks for mainstream buyers, supporting long-term scaling.

The notice clarifies that local governments may allocate funds comprehensively to support hydrogen applications, effectively reduce hydrogen costs, and pass benefits to end users. For construction machinery enterprises, funds should be directed to three key areas:

  1. Joint R&D and demonstration: Collaborate with upstream and downstream partners to apply for projects, building demonstration benchmarks for hydrogen construction machinery in mines, ports, and logistics parks.
  2. Key technological breakthroughs: Focus on high-power fuel cell system integration, lightweight and safe on-board hydrogen storage, and vehicle thermal management.
  3. Infrastructure coordination: Participate in hydrogen refueling station planning in industrial parks and logistics hubs to ensure equipment has reliable access to hydrogen.

The Hydrogen Era for Construction Machinery: What Still Needs to Be Done

Despite the policy momentum, widespread hydrogen adoption in construction machinery will not happen overnight. Challenges remain in cost, infrastructure, and safety management.

First is safety and standards. The notice mentions “safety” seven times and calls for improved management rules. Construction machinery operates in harsh environments, requiring higher shock resistance, explosion protection, and sealing for hydrogen-related components. Reliability under extreme conditions still needs data accumulation and optimization. Industry-specific hydrogen safety standards are urgently needed.

Second is application-specific development. Vehicle fuel cell systems cannot simply be transplanted onto excavators. Construction machinery involves more complex working conditions, greater load fluctuations, and stronger vibration, requiring dedicated hydrogen-electric system solutions for off-road machinery.

Third is business model exploration. The 1.6 billion RMB reward is a catalyst; long-term success depends on the market. Enterprises must develop feasible models such as financial leasing, battery leasing, and full-life-cycle services to make hydrogen machinery affordable and operational for end users.

For industry practitioners, this notice serves two purposes:

  1. Policy direction confirmed: The state is moving hydrogen from exploratory research to rewarded demonstration, marking a shift from “automobiles alone” to “multi-sector participation.” Hydrogen is no longer a distant concept but a realistic opportunity to be implemented in city clusters.
  2. Information window opened: Priority scenarios, eligible city clusters, and encouraged vehicle types directly affect product planning, project applications, and market rollout. Those who establish successful models in the listed scenarios will gain first-mover advantages.

From mining trucks and forklifts to core technology research, from financial support to infrastructure coordination, the policy has mapped out a clear roadmap. Now it is up to equipment manufacturers to seize this hydrogen-driven wave and forge new growth engines in the green transition.

This is not just a conceptual trend — it has paved the way between laboratories and real-world applications. For construction machinery professionals, tracking policy updates, pilot city lists, and local supporting measures will deliver more practical value than empty slogans.
